Challenging Rail Rates as Unreasonable
Scrap shippers may be able to challenge the
reasonableness of rail rates for small and
medium-size rail rate disputes, thanks to a
decision that the Surface Transportation Board
handed down last September. Learn about this
decision—named Simplified Standards for
Rail Rate Cases, Ex Parte No. 646—and find
out whether it could benefit your company.
Unless otherwise specified, attendance at ISRI board and committee meetings is open to ISRI members only.
9:45 - 11 a.m.
Radiation in the Scrap Yard Update
Radioactive materials in the scrap stream are a
source of growing concern in the recycling
industry. In the United States and abroad, regulators
and industry leaders are trying to find
ways to reduce accidental radiation exposure to
employees, customers, and the environment.
This panel discussion features a real-life look
into the decisions that have to be made at any
yard that detects a radioactive source in an
incoming load or during processing operations.

Stop, Thief! Foiling Materials Theft
ISRI and its members have worked hard to be
a part of the solution to the global epidemic of
materials theft. This workshop will feature
some of the strategies that have been used to
bring success in local communities and will
highlight things you can do to reduce the risk
of accepting stolen material.
11:15 a.m. - 12:30 p.m.
Export Markets: The Challenges of Bulk and Container Shipping
The challenges presented by scrap's global
marketplace are not limited to finding markets.
Transporting goods to those markets can
be a major challenge as well. This workshop
will explore the challenges present in bulk and
container shipping.
11:15 a.m. - 12:30 p.m.
Mercury Update
When ISRI was last in Las Vegas, the National
Vehicle Mercury Switch Recovery Program
(NVMSRP) was a hot topic, but it was not the
end of the discussion. This workshop will look
at what has been achieved and at newly
promulgated EPA rules that impact shredders,
scrap processors and brokers, and others who
handle autos destined for electric arc furnaces
and foundries, including expectations and
implementation of the rule and the NVMSRP.
11:15 a.m. - 12:30 p.m.
Stormwater Update
Stormwater management is an issue faced in
virtually every business today. Its importance
to the scrap recycling industry is growing. This
workshop will provide an update to the likely
regulatory future of stormwater management,
explore the practical implications, and suggest
ways to prepare for it.
12:30 - 2 p.m.
Exhibit Hall Luncheon
2 - 3:15 p.m.
Spotlight on Copper
The red metal proved far more resilient than
many would have guessed last year, despite
growing macro economic uncertainties and a
global market that many believed was trending
toward oversupply. The contrary view held
that ongoing production losses due to strikes,
lower ore grades, other mechanical problems,
and natural disasters (earthquakes), along
with China’s enormous appetite for refined
copper and scrap, would keep the fundamentals
in close balance in 2007 and in 2008.
Speakers at this year's spotlight will explore
copper's global supply/demand balance for
this year (and beyond) in a lively open forum
that will also include audience participation.
2 - 3:15 p.m.
Spotlight on Paper
An open panel discussion will feature experts
from several fields addressing the flow and
costs of transportation, from local to intermodal
and ocean freight issues. Transporting
our goods to their final destination is getting
more costly and more difficult every year. With
the ever-increasing regulations and global
competition, this panel will look at transportation
issues affecting our businesses in 2008
and beyond.
2 - 3:15 p.m.
Lessons in Gambling
3:30 - 4:45 p.m.
Spotlight on Aluminum
Although aluminum's price performance
throughout last year looked relatively tame
compared with other more volatile LME-traded
metals, the question remains: Will this trend
continue in 2008? Most in the industry characterize
the light metal as "well-supplied"
with expectations calling for a global supply
picture that will more than meet forecasted
consumption. At the same time, however, analysts
continue to cite increasing raw material
costs (bauxite and alumina) coupled with
higher energy costs and lower Chinese
exports as providing a solid price floor for
2008. Panel members will examine the key
near term global drivers for aluminum with
special focus on the North American market.
Audience participation will also be featured.
3:30 - 4:45 p.m.
Spotlight on Rubber: Asia's Impact on the Tire and Rubber Market
Although China's demand for recycled rubber
is not a major driver for tire recycling at this
time, the country’s appetite for the material may
grow significantly in the future. This spotlight
will look at two other commodities—steel and
paper—examining how China's entry into
those markets has caused ripple effects that
continue to reverberate through the entire
scrap recycling industry. The spotlight will host
speakers from the steel and paper industries
as well as a professor from QingDao University
of Science and Technology to comment on the
future of tire recycling in China.

workshop will present a practical, step-by-step
approach to assessing your business' worth.
Wednesday, April 9
9:45 - 11:00 a.m.
The Keys to a Successful Driver Safety Program
Often the "forgotten workforce," drivers face
unique safety hazards and exposures on the
road, in the yard, and at customer sites. After
many months in development, ISRI will launch
its new Transportation Safety Program. This
workshop will illustrate the necessary program
elements for a successful transportation
safety program and share examples of current
accident-reduction techniques for success.
9:45 - 11 a.m.
RIOS—Recycling Industry Operating Standards
For more than five years, ISRI Services
Corporation and its members have been working
to develop its RIOS program into a workable,
industry-specific standard for quality,
environmental, and health and safety management
systems. RIOS is being implemented at
several facilities, and third-party certification
will go online later this year. Learn more about
the progress and success of RIOS and how it
can help your operation.
9:45 a.m. - 12:30 p.m.
Thought Leadership——China's Future Impact
As the largest international consumer of
recovered fiber and scrap metals from the
United States, China has played a key role in
the growth and the economy of the scrap
recycling industry. This session will explore
China's future impact on our industry.
10 - 11:15 a.m.
Zumba: Latin/Salsa Workout
11:15 a.m. - 12:30 p.m.
Steel Futures: It's all About Transparency?
2008 will mark the formal introduction of steel
futures by the LME and the New York
Mercantile Exchange following the successful
fourth quarter 2007 launch of a rebar futures
contact by the Dubai Gold and Commodity.
How will the domestic mills respond to hedging
as a tool to manage price risk, and what
benefits may accrue to service centers and
consumers of billet and hot-rolled band? This
workshop will examine the pros and cons of a
steel-based futures contract and provide guidance
on how buyers and sellers of finished
steel and scrap can use this new tool in their
day-to-day business transactions.
11:15 a.m. - 12:30 p.m.
Achieving Safety Excellence
When is "safe enough" really safe enough? In a
real-life industry setting, there is no such thing
as absolute safety. Even with a strong program
in place, in which everyone does every task by
the book, gray areas have to be addressed and
decisions made. In this panel discussion, recycling
facility owners and managers will team
with safety professionals to talk about the reallife
challenges and the means by which everyone
can agree when "safe enough" truly is.
11:15 a.m. - 12:30 p.m.
Reducing Electricity Costs Through Demand Response
Under a system called demand response,
scrap processing operations can actually be
paid when they agree to reduce their energy
usage during grid emergencies. Not only that,
but processors can also be paid for the kilowatt
load they offer to reduce, regardless of
whether a curtailment is necessary. A leading
demand-response provider will describe how
the system works, where it’s available, and
how your operations could profit from it.
12:30 - 2 p.m.
Exhibit Hall Luncheon
12:30 - 2:30 p.m.
Lunch with Joan Anderson: Tales of Wisdom from an Unconventional Woman
2 - 3:15 p.m.
Spotlight on Nickel/Stainless
Following the stainless steel industry's massive
production cuts last year that ultimately shifted
the global primary nickel market from deficit to
surplus, many are still unsure that this
destocking phase has run its course. The
expectation as 2008 began, however, was that
as stainless steel production ramps up this
year to meet higher demand as well as
restocking along the supply chain, transacted
prices for primary nickel and scrap will
respond positively in kind. Invited speakers will
offer their collective views on both the nickel
and stainless steel markets in light of a mostuncertain
domestic economic outlook for 2008.
2 - 3:15 p.m.
Electronics Recycling Program
3:30 - 4:45 p.m.
Spotlight on Ferrous
Last year's global steel market was marked by
another billion ton-plus production of raw
steel with China, again, as the dominant producer.
Domestic ferrous scrap prices, meanwhile,
ended the year on a strong note, with
market participants expecting this trend to
continue in early 2008 based on fresh mill and
steel service center buying, tight scrap availability,
and lower steel imports thanks to the
weak U.S. dollar and upward pressure on
ocean freight rates. Questions remain, however,
concerning steel's "staying power" in 2008
given its impressive start matched against an
uncertain macro economic backdrop. Along
with steel and scrap fundamentals that will be
explored by the panel members, speakers will
also focus scrap exports and transportation
issues affecting both bulk shipments and the
use of containers.
3:30 - 4:45 p.m.
Electronics Recycling Program

Understanding Export Controls
Scrap exporters are subject to a confusing
array of export regulations and controls. They
may not even be aware of the many requirements
they must meet. Are they inadvertently
trading with countries on the U.S. sanction or
boycott lists? Are they unwittingly selling certain
commodities to specific buyers in violation
of U.S. laws? An attorney will discuss the
most notable export rules and how scrap
traders can comply with them.
Noon - 2 p.m.
The Chair-Elect's Luncheon
Speaker: Marcus Buckingham

Spotlight on Lead/Zinc
After a several-year hiatus, this commodity
spotlight returns following a year that saw
lead prices climb to all time highs on supply
issues, firm demand, higher Chinese export
taxes, and commodity price speculation. Lead
was the biggest gainer on the LME in 2007,
up 102 percent year-on-year. Supply issues
also dominated zinc through most of 2007,
but sentiment was far less bullish as the year
wound down with LME cash posting a $1.47
average vs. $1.48 in 2006—lower but well
above its historic trend. Industry executives
will examine these two geologically related
base metals, comparing and contrasting
expectations for the year ahead.
